The Office of Federal Contract Compliance Programs (OFCCP) has announced that the hiring benchmark for veterans has dropped again, to 6.4 percent from 6.7 percent. The change took effect on March 31, 2018, which means that federal contractors with written affirmative action plan (AAP) dates on or after that date should begin using the 6.4 percent figure going forward. Covered employers with older plan dates should continue to use the 6.7 percent figure until their next plan date rolls around. OFCCP reevaluates the rate annually.
Covered federal contractors must track the percentage of hires who are veterans at each of their locations. These employers must compare their own hiring figures to the benchmark, which is based on national census data from the prior year. This is a requirement under the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA), which generally requires written AAPs for employers with at least 50 employees and federal contracts worth at least $150,000.
